15M is their hard cap. I think 10M was kinda soft cap at one point, but I'm not sure it's still relevant, so I guess the project will go on anyway, yes.
10M is still an important milestone besides it's psychological meaning, as if this amount is reached, the first DAF will be contributed by NaPoleonX itself.
What's somehow confusing actually is that the amount of ETH makes the value of funds raised fluctuate with market price. I'm curious about how the team will handle ETH's value when ICO ends, and what ETH price will be used as reference to determine if the first DAF will be funded by NPX itself.
