20,000,000 LDC is the total supply, not the initial supply offered for the ICO. We of course do not expect all LDC to sell out during the ICO, as indicated in our whitepaper (ICO subsection in the Business Model section). This is a standard practice for many successful altcoins.

Our goal for the ICO is to raise enough funds in ETH (approx. US$1M equivalent, though this is not a hard limit) to purchase the first Landcoin plot of land in the name of the initial LDC investors. As Landcoin takes off and more and more plots of land or properties are listed on the platform, the total supply will then act as an upper bound to defend the value of the LDC token. This is also detailed in the whitepaper.
