I do not think they will sign a message ever, there is no clear info about their bankroll, max bet allowed, stats etc. So not surprising if there is no active real players there except those who are looking for faucet and rain on chat.

What is the point of having this signed message for? Because I do not think that they really need to have that. Do you see any other site that give their proof of bankroll to people? As long as they can manage to pay the players then it should be no problem. For now what they should do is to clear their red trust and fix everything well for people to come to their site and play. And again some promotions will do to increase popularity

As you can see from this thread players have problem to withdraw money from site, point of signed message is to prove that they have enough money to cover all withdrawals.

Like I said before, there is no site that want to sign message just to prove they have enough bankroll to cover all the withdrawals. I know that you need the proof so people will stay calm that their withdrawal will be process but it does not mean site need to give you that because it is the privacy for them. May be if they send it to other address and sign it from there might be possible but to sign from the main address I do not think it will work that way
