Well, if we speak about permission for construction at Saipan, than yes, only after ICO, though some negotiation already in progress.
If to speak about expansion of Dockyard, most of documents are ready at this time. It will take a while to finalize them, but it won't take long.
This project is limited only to resort, to those only who can afford from the name itself 'LegenRich' but in the long-term approach is there a plan to expand in other areas or much more focus on this?
