If actually executed properly and the whole country actually follows it and eagerly do it then family planning, more like any government policy would actually be effective. The participation of a country's people helps alot in the execution and effectivity of a law. If no one follows the laws created by the judiciary even if the executive branch firmly enforce it then it would be not effective. All three, judiciary, executive and the people themselves should work hand in hand.
