You are right at this point. Topic title is important to get attention of users in the forum (same effects like topic sentences). If it is impressive, interesting, users will jump to it, and read it.
we should be able to create a title topic that is able to attract members.
However, you are missing another important point. Topic title is not all things because there are several more components which contribute to form high-quality topics, including topic sentences, ideas and the way topic creators express and expand their main ideas; vocabularies (appropriate or not), grammar (English writing style is broken or not), etc.
