Going off of your edit and assuming you're talking about ICOs, I think that there definitely would be a small market correction, then a surge as more of the people that believe in crypto would buy it up. It would definitely saturate the market with more scams, though, because even less of them would be able to give their identities away if they did live in the U.S. Luckily, I don't see this happening any time soon!
