By the way I really don't understand what about this announcement is because I have no idea what is that dilution fee and leverage.I hope someone will explain me about them.

I'm assuming your a gambler, in which case it doesn't affect you. Dilution fee and Leverage limits solely affect investors.
Dilution fee is a fee that is charged and distributed to existing investors when you invest, as a "payment" for diluting (making their share smaller). Now that it's been reduced to 1%, if I wanted to invest 1 BTC, I would lose 0.01 BTC instantly.
Leverage allows me to have part of my investment offsite, and pretend that it's invested. It used to be that 50x leverage was allowed, so I could invest 1
BTC, and pretend I actually had 50
BTC. This increases my risk, as if my investment drops a bit lower than 2%, I get margin called and my investment becomes zero. It also increases my profit though, if players lose. I had a 20x leverage investment since the site launched. I made a ~33% ROI as was heavily leveraged, while an investor investing without leverage would only have made a profit of ~1.8%.
