I actually see what the team are doing by marketing themselves as Blockchain 4.0.  I know there's no working Blockchain 3.0 projects out at the moment but it's just a way to market and differentiate yourselves from the competition.  If you pointed out the benefits your project has over another, about 90% of investors would have no clue what it means.
