I think it will be more better if the newbies can only make posts at beginners and help section until they reach the Junior member then it will helps to reduce lot of spams over the other section.Mostly lot of newbies go to the bitcoin discussion and create a thread there says "What is a bitcoin " or some blah blah.Then what is the purpose of beginners section.
So I think it is a good idea to restrict the newbies posting from other sections than beginners and help section.
