Well, it's in their ToS. If someone never deposit and play only from faucet they can ban player.
If I recall someone was abusing their faucet with large number of multi accounts gaining positive edge against them.

I believe you're talking about bitselr issue. If someone is always playing with free money means it is not players mistake but it is admin mistake because he doesn't know how to control his faucet claim system. They should limit all faucet users claims and once they allow means then you shouldn't ban accounts. They shouldn't allow faucet claims once a user reaches certain free claims until they deposit money.
