I have had a brief look at IPBC. They plan to distribute content using IPFS. (I dont know if its a co-incidence, IPBC - launched 31-01-2018 - right after Stellite - launched 24-01-2018) Whether IPFS is suitable for distributing content (streaming) I'm a bit skeptical. And the sheer number of services they plan to include, they may probably put netflix out of business

Stellite on the other hand are planning to decentralize nodes using IPFS / Zeronet and they already have an alpha release for IPFS.
Also plans to release mining software for "devices", which includes mobiles & set top boxes.
Both are based on Monero, though I don't see any acknowledgements on IPBC github.
