I have had a brief look at IPBC. They plan to distribute content using IPFS. (I dont know if its a co-incidence, IPBC - launched 31-01-2018 -  right after Stellite  - launched 24-01-2018) Whether IPFS is suitable for distributing content (streaming) I'm a bit skeptical. And the sheer number of services they plan to include, they may probably put netflix out of business  .
Stellite on the other hand are planning to decentralize nodes using IPFS / Zeronet and they already have an alpha release for IPFS.

Also plans to release mining software for "devices", which includes mobiles & set top boxes.

Both are based on Monero, though I don't see any acknowledgements on IPBC github.
