Decentralized exchange will debit with one or two confirmations, so it will always be faster, where as exchange have to wait for 6 to 30 confirmations based on coins, also they have to update their system, SMTP to send you a mail regarding the deposit and so many other procedures are there and thats why exchanges are always slower.
