I don't know why you said that NEO and Ripple is scam project,
But they are expanding extremely well, almost all smart contract from China and Korea (maybe Japan) is using NEO, right now. Even NEO beat ETH in China, and the government support it.

For Ripple, yes it is centralised, but that's what make it so strong, It always be the first choice of almost every bank, if they want to dive in to crypto.
