No one exchange would return any successful traded coins. Binance isn't scam, it was your own fault. You have sent 1.3 ETH to binance fake twitter account (you were too blindly to don't check anything suspicous first) sent 1.3 ETH got on fake twitter account and it look so real, i get hiped and sent my coins.
