If bounty stakes are stll in calculation, does the tokens trading on idex comes from investors? Are ico tokens already distributed?

Final ICO price was 13,000LNC = 1ETH. Bounty stakes will be distributed by 20 March. ICO tokens are already held by investors and available to trade on IDEX.
Price of ICO 13.000LNC = 1 ETH and now in idex 13.000 LNC = 0.2 ETH this is just a joke? Very cheap prices make investors lose a lot of money and I think this is a good time to buy more LNC in idex
Many people said like that buy more, but smart people will not going to put all the money in just one investment it's so risky, so I think it's not a wise thing to keep buying coins whose price goes down, considerably did not wait the development of this project.
