I purchased xem from bittrex and sent them to my account at cryptopia. They arrived there and the deposit was confirmed but did not appear in my wallet.

at that time, Bittrex wallet was online.
So your comment of [All Nem wallets are offline] does not apply. (I did not check the current status of Bittrex wallet since my funds were received at Cryptopia.)

It is not a fair requirement to get your funds in your wallet, even if this applies to other coins.
How it was known to users?
Most likely someone from their side, acting as a user, posted it as a [Trick/ workaround] while it is/could be a requirement.
And if it is so widely known, why they did not fix their system?
Thirdly I was wondering if this mess might have connection with the issue of stolen coins, and the probability of them being moved to other exchanges.
