There's actually two people (groups) who are doing this. One showcase a prototype ATM at a Bitcoin convention recently.
One is trying to raise funds in the Lending section of the forum. I forget the name...
Main issues seems to be the cost, they were saying each one costs like $40,000, and the other issue is complying with the legal side of it since it would be acting as a money dispenser.
It's good to know that there are people working on this. I'm sure there's a lot of work involved, but if they can get past bureaucracy, I don't think the cost will prove to be a major obstacle.
