If you are an old member of forum there's no rank restriction on whom can wear avatar. The lowest rank to wear avatar is full member and to know more about ranking.
Forum ranks/positions/badgesInteresting. This therefore means the bounty I saw that requires newbies to wear avatar without signature codes doesn't know what it's doing.
That bounty is pointing those full members and up to wear their avatar.
