According to me the answer to this question is no, because only that person can use bitcoin who is educated and have knowledge and awareness regarding bitcoin. A person who is below poverty line can't afford internet and other equipments which are essential for using bitcoin so how we can say that bitcoin can end poverty and moreover there are many greedy  and selfish people in this world who are having a lot of money  with them either because of bitcoin or and other means but still they will not help poor people.
