How can someone make a promise on something they have no control over?

(Minimum hash rate to get into the top 25).Pretty much par for the course with these guys - I don't know what the deal is. And why don't they, I don't know, tell us what's going on? Maybe they're back up to 740, in which case they should have actually checked what the minimum was now to get listed before posting that.
