I had the same issue; had plenty of connections, just was stuck synchronizing.
I solved it by renaming the 'blocks' and 'chainstate' directories inside of your Dixicoin folder (if it's not set to a custom location, then inside of your appdata/roaming folder on Windows).
I just added a _ to the end of each name (ex. 'blocks_'), so in case something did break, I still had the old data to revert back to. Also, a good note is to download the newest version of the wallet if you haven't already.

It will have to resynchronize from the start, though shouldn't take very long, and should actually completely syncing this time. Hope this helps!
