I don't know if they need to offer all genres, especially at the beginning. I think they should offer what most users want to see and they should be flexible enough to add a certain genre if there's a high demand.
The bigger their selection at the start is the better. They should try to have the most famous titles for the main genres. And then over time add more and more content.

They should form a core of video products that will have only one purpose at the early stages of launching the platform - to gain target audience as soon as possible and to keep it afterwards. The genres of the movies do no really matter at this step
