For listing on a high volume exchange they need to hit certain volume on other exchanges first.

Binance and Okex are very high volume exchanges, but listing on them isn't that easy. You need a very good product.

It may be not just the product needs to be good enough. A new project require a lot of money to be listed on such kind of exchanges

I think they list some projects for free if you win the community voting which takes place each month.
