No they can't, tokens are trade-able "asset" coins that's circulating within the Ethereum's blockchain.
Those are not mineable, and the total number of tokens will be decided by the developer/owner.

Ask a blockchain developer to make a fork of any existing cryptonote coins like Monero instead.
