While its not against the rules to buy/sell merit (unless you are a merit source) its frowned upon, others have said it and I don't need to rehash that.
What I can say, is that if someone is sending you unsolicited PMs, that IS however against the forum rules, so if you report their message, they will be banned.

C'era un tipo che vendeva alla quota di 28$/1 merit. Buona fortuna allora
wow, non ho parole, questa cosa mi giunge nuova, pensavo che fosse punibile con ban. Quindi in teoria un merit source potrebbe tranquillamente passare quanti merit vuole a un suo amico o alla sua cricca, questi potrebbero venderli e poi potrebbero splittare il profit.
Spero di aver scritto una cazzata ma sarebbe avidità next level
