1. Treat anyone who commits crimes such as murder and rape as adults, irrespective of the age.
2. If a minor is committing a crime, then punish his parents as well.
3. Take out awareness campaigns in areas where there is a high incidence of juvenile delinquency
4. Send repeat offenders to penal colonies
5. Sterilize parents of juvenile offenders.

Where are you from? I would say improve social mobility. Give them chances to change their social and economic situation that don't involve crime. Improve education and access to it. Implement measures to reduce inequality.
