I'm confused because some articles says that yahoo japan bought 40% of bitarg but some are saying that bitArg refuses to partner with yahoo japan, which will make this impossible to happen for now

Japan is doing a good job on developing blockchain technology, there is also a japanese bank that will be releasing their own cryptocurrency soon.
Exactly, there's a lot of conflicting reports as well. So we shouldn't jump for joy yet. Maybe some inside information but its not yet finalized or something and the word quickly spreads out like wildfire. Let's wait for the final announcement because making any conclusions here.
Yes, this will bring some credibility of sort or can even push the price a little, but that's it. As for Yahoo Japan joining the crypto market, it makes sense in a business standpoint. Its already a billion dollar business. And more competition means more options for us traders and probably more money to get into the ecosystem.
