According to the forum rules, it is not allowed to make use a new account while one of your accounts banned.
25. Ban evasion (using or creating accounts while one of your accounts is banned) is not allowed.[e]
So expect for a new account to be ban again.
25. If you get banned (temporary or permanently) and create a new account to continue posting / sending PMs, it's considered ban evasion. The only exception is creating a thread in Meta about your ban.
You must understand this rule 25 and I think you have a chance to talk, about your permanent ban evasion here in meta section.
If you can give a great reason why you want to remove you from the banned list then do it with apologize and follow the rules of the forum to prevent you to get ban again in the future.
