1)if bitcoin system Same in all over world why some wallet can control fees and others cant like Blockchain.info ??

1.It is their personal decision that to implement the customize fee or not but most of the exchange wallet have high and fixed fee but some wallet have fixed fee according to the current situation on the memepool so the fee will be low if the memepool is empty.

Since this thread had been bumped again.OP did mentioned about fees and talking back into those months on where fees are tremendously high and why he did able to ask such thing.When we do mention about blockchain.info wallet their fees would be entire different compared to exchanges. They do always rely to mempool and if we do see the recent situation of fees into these days it is already almost no fee at all because it is already too low.
