If you do your research a lot of ICO’s have the potential for a positive return. As long as you are not investing more than you can afford to lose then there is no need for more regulation. I believe that governments are trying to create fear  in investors by saying ICO’s are unsafe or frauds. As in any up and coming market there’s are scams and hacks but that is why due diligence is needed to research where you put your money and protect yourself by not investing more than you can afford to lose.
