I think that's a great idea but there's no way it could happen... it would destroy all of Tony's (and by extension the brand/project's?) credibility. He has said from day 1 that 99% of bytes (or somewhere around that amount) will be given away for free.
But it would be interesting if the first decentralised governance action that the Byteball community takes is a referendum on the undistributed bytes. Maybe anyone who has verified their identity and has 100 GBYTE can participate in an

EDIT - Tony's a smart guy... I'm pretty sure he can see at this point that no matter which decision he makes he's going to piss a meaningful portion of the community off (rightly or wrongly). So at this point I think strategy dictates you ignore the complaints and choose decisions that ensure the network grows. Whatever that means I guess...
