It says no ICO. Not saying he won't try selling coins, but it's a bit pre-mature to call scam. If dev tries to sell us something, then start being skeptical.
He's selling his premine thru masternode though. As you observed, people are creating coins with masternode feature and selling those via discord channel. They will list it in an exchange and will sell whatever they have and poof, and they're gone.
But who knows, they might prove that they are not like that. But that's a long way to go.
