If this is permanent , I plan to quit this forums.
Is it only for newbs ? That would make more sense.
If so , how much more activity do I need to be able to post more often .

I've adjusted the limits to make spamming more difficult.

That's what I'm wondering as well. My activity is higher than my post count, what creates the difference?
