In my opinion that initial period is just used by insiders with mining farms anyways. It is how others have been getting around pre-mining, by mining a large % of the supply in the first few weeks when it is still unknown. This would allow for a fairer distribution in theory, I don't think I've seen anyone else do that to thwart centralized mining early-on.
