I think bitcoin will be widely used as a form of payment in the future. There are already countries accepting bitcoin and promoting it as a form of payment. I'm sure there will be more and more stores supporting bitcoin, but the bitcoin transaction is slow and requires a lot of fees to affect its development.
Accept Bitcoin is only the base to accept more cryptocurrency for the Japanese government. They accepted Bitcoin but they do not think Bitcoin will become the primary payment method for their country. They know Bitcoin does not have enough power to support all transactions in their country. That is the reason ealier this year, the Japanese companies tried to contact Ripple's company for cooperate to use this technology for Japanese payment system.
