As what have other posters have said, its decentralize so there's no central authority to control it. Maybe what you meant is that it can be regulated but that's another thing.

As for the whales still manipulating the market, we will never know. What we know is that they work from behind so we can't hear and see what they are doing, we are just making a educated guess if they are manipulating it or not.
