You have a very bright idea. This basically stated almost all the problems and loopholes in current blockchain technology and their respective solutions.

Seeing this through will be a Hercules project, much worse for just a two man team. You really need to seek for sponsors . I wish people will support you with this mission but a lot of people will not be comfortable handing over their money to a two man team without a reputable company or proven credible individual's support. I would not blame them much because we have seen such bright ideas used to scoop people's money in the past and the project was not seen through.
Most ICOs list large teams - we noted its easy to find people through bounties, online work sites and the services section of bitcointalk to list on these projects. Many ICOs list outright fake identities. Which is why 90% are scams.
We are committed to quality over quantity and upholding the Noble principles that we are espousing.
Yes, it is a Herculean task, and it cannot be achieved by two people, but the beauty of Chakra and Noble Nation is in its simplicity. The tech coupled with the philosophy and the frameworks naturally brings forth the Noble goals. Our job is to mature the technology and to promote it so that those who care can adopt it and bring forth the results.
I am a software engineer of over twenty years experience, and I'm confident of taking the core tech to maturity myself (I believe Satoshi built the first implementation of Bitcoin by himself) - its just a question of time. Having the funding and the community support will make things much easier and faster.
Building a solid core team and a ardent community of supporters and experts is a primary objective of this ICO.
I would advice you make your proposal to corporate bodies that would be willing to sponsor the project with more developments, especially in marketing and promotion; that's if they don't steal your ideas and discard you anyway. The world is a cruel place but you have to take your chances
Noble Nation cannot be brought forth by commercial interests - it has to be brought forth by the goodwill of the human community. The technology and the platform cannot be owned by anyone.
The Noble Nation platform is the ideal democracy. All current crypto platforms are either Plutocracies or Oligarchies no better than the governments and institutions we have already. this will always be the case as long as there is a commercial interest.
I believe before all these money hungry ICO scams started, this was what ICOs were for - to independently fund promising new block-chain based tech and ideas.
Unfortunately it seems these days the crypto/ico crowd is 99% people trying to make a quick buck and not really interested in the tech or the principles any more. We still haven't started the mainstream marketing to people outside the crypto/ico community, but we are confident we will get the support we need when we go to these communities.
As for stealing our ideas, One of the objectives of this was to publicly publish this so someone else couldn't patent similar tech. We are against the intellectual property rights system as it is one of the tools that sustain injustices in the world (Noble Nation provides alternative innovation and creatives frameworks). Also you cannot bring forth Noble Nation through Ignoble ways
Noble Nation philosophy and tech is what will catalyze the transformation of the "cruel world" you mentioned to a just and caring world where all peoples prosper in peace and happiness.
