Kinda strange he's giving away these partnerships, isn't it? He also did the same with ICON, the explanation doesn't hold imho...

Is this because SEC is investigating specific coins and as an advisor / promoter of "unlicensed securities" he's liable to fines?

Probably coz he will pay to much taxes or SEC will sue him for what he have done in the past. Promoting "unlicensed security' is a no no situation. I mean Sec wants to protect investors on some Scam ICO or just want to raise funds to get money on people.
It's obviously no. GoNetwork is one of the unreliable projects at this time. How developer comes with poor programming and the developer can't even build a proper design for the project itself and always delay it anytime.
