just wondering what does NEW_START_REQUIRED mean in the zoinode status?

Checking the guides provided but doesn't mention what that means, any help would be helpful.

Also wondering has anyone managed to run this on their desktop computer? Trying to set it up on my local machine without the use of a VPS, assuming it's similar to other MN setups that worked for me before, has anyone got this working?

Seems to show EXPIRED, placed the .conf files in the appdata (both zoinode and zoi.conf files). Instead of specifying the external IP of a VPS i pointed it to my local host (127.0.0.1) I had tried my public IP but that didn't seem to help. Testing with localhost to see if that works.
