1500 is too low for moneroV7. Did you try playing around with intensities? Try 896 for starters - 2 threads.

1932/1932 got me about 1420kh/s
The Blockchaindriver has a bug. Open the AMD Settings and change that:
Make it to max and apply. Then start the miner. I use Cast XMR and my Vegas are between 1920-1960 H/s
