Hello there one year ago i bought 3 bitcoins but lost them all in gambling... :'(nd now seeing the bitcoin price makes me cryy...
I have 1500USD right now...i am thinking to buy the bitcoin now whatever i can get with them

I think if you have enough money and you know some of the basics of bitcoin, this is the right time for you to buy bitcoin because who got some skills that people need to grow their bitcoins. Whether the its price is lower or higher if you can manage it properly you can still have profit from it. So if you have already those skills I think you should buy bitcoins now.
