I would like some opinions on where the best place is to hire people for an upcoming project.

Take time to lurk in the services section, there are various of offers that you can get there of people who are looking for upcoming projects like yours. There are set of people / group that's dedicated to help projects with marketing team but take note that not all of them are effective. Choose only those professional people that can help you with legit results and will really help you on your project.

Mate that's a lot of employee that you are looking for. Modify your original post so that when someone who's interested, he can identify on what vacant position you have.

You can also post this on the services section to gather more attention since most of the offers and people who are looking for freelancers/employees are posting there.
