I think that a large number of participants don't harm bounty campaigns but it harms bounty participants because the reward becomes smaller and if you wanna earn more money you must participate in numerous of bounty campaigns, that will lead to problems with twitter or facebook accounts, linked with suspicious activity. As for me, I think it’s worth imposing restrictions on the number of participants. I suppose it's the only way that can improve the existing situation.
