That's the IOU price from HIBTC and that was before Boscoins were issued on the boscoin blockchain testnet so the IOU price shouldn't be taken into account. The ATH is around $2 if I remember correctly. I believe the reason for such decline in price is due to the bear market. Remember, boscoins were distributed and listed on exchanges just when the bear market was getting serious so that hampered the price a great deal.
