If the team and project is decent but with good marketing then yes. I do believe there are higher chances of raising more funds if you successfully market your ICO. Thing is you can even sell the junk product out there if you convince the buyers to buy it and if you make sense to them that this is not junk. So if marketing is done right my answer is positive, however the long term ROI for investors can vary and be questionable depending on what is being done by the team and where is project going overall.
