This has been on my TODO for a long time. I'm especially interested in a list of users who ranked up with merit, and a list of users who need activity only to rank up.
The first list I partially published at the end of this post:

The second list you're asking about shoud be the one in the scrollable area under the "3. Who has got enough merit, but lacks activity?:" section. It is a complete list.
Did you exclude accounts which are Legendary already? Otherwise I count a total of 13807 users that received sMerit.
Yes.I only considered ranks that needed to receive sMerit to rank up, and since Legendaries do not need to rank up, they are left out. Newbies and Jr ranks are also left out since the don't need sMerit to reach the next level. Also Staff, Vip, Donator, Founder, and Moderators are left out. Copper I decided to leave out, since I see their Rank as Copper regardless of Merit and Activity.
In the complete merit file with all awarded sMerit until the 13/04/2018, there are:
Nº of sMerit awarded in a Tx: 131.060
Nº of distinct users that Sent sMerit: 12.518
Nº of distinct users that Received sMerit: 13.807
-> I only use the subset above stated related to ranks.
Where's
nullius in your list? He did rank up already, but has enough merit to rank up twice more once he has enough activity.
As above stated, I left Copper Members out deliberately.
I'm surprised only a few higher ranking accounts have earned enough merit in 12 weeks to rank up. At this rate, new Legendary accounts will become very rare in a few months.
That's what I fear too. Also sMerit awarding per Tx is way lower than at the begining. Logical sin brand new toy days are over, but even more difficult to gain a large aggregate of sMerit. This could discourage a fair bit higher ranks since progression is slow (with exceptions).
