Maybe you are right. Indeed for a manager to communicate with the participants is an obligation and responsibility. but a question asked only because lazy reading and all sorts of rules on the bounty (all the answers are already there in the whitepaper & thread) I don't think there will be a response and the manager just want to answer the question is urgent only.
Sometimes we just cannot accuse participants as lazy, because it is very hard to find an answer by searching 100s of pages.
A scenario,
X bounty campaign started on 1st April for 8 weeks.
Within just 17 days the thread grown to over 80 pages with just 3 weeks on the go.
Someone joined at that moment and have 1 question in mind and looking for the answer.
Maybe that question is asked & answered before, but it is very difficult for him to find. At that point, the participant contacts the bounty manager for an answer.
This thing can easily be solved by taking only one step. "Make FAQ in 2nd or 3rd post with the question & answer asked by the participants"

You just admit another task to be done for the busy manager. The majority of the questions are ridiculous and it is always about rules and distribution which is mentioned before in OP. But barely to find a manager that didn't response to a wallet change for example. Management for more than one campaign needs more workers. It is a hard job.
