First, they have now finished ICO and still working on thier project.  Yes this token generation event,  like all others is much like a fund raiser but does give the power of decision back to the people.
Yes,  Lucyd is a NEW company just being formed with an IDEA bit thanks to a successful soft cap,  ICO has moved on and they continue development.
