I suspect this is not a bitcoin wallet.dat.

Perhaps litecoin?

I think I read somewhere that Bitcoin-Qt returns 1Wh4bh for transactions it doesn't know about.

I figured it out.  It was a LTC wallet file.  Got them confused somehow.

It would be nice if they were named different or something.
